Consultancy for Business Case Assessment and System Design of Refugee-led Bonemeal Production in Dadaab, Kenya

Deadline: 10th March 2026

CARE is implementing the "From Camps to Green Cities Programme" in Dadaab refugee camp, to support refugee-led enterprise development and innovative financing models aligned with Kenya’s Shirika Plan. The programme responds to protracted displacement, declining humanitarian assistance, and the need to transition from short-term aid to market-based, climate-smart, and self-reliance-oriented solutions.

As part of the programme’s initial phase in 2026, CARE will initiate a pilot focused on upstream bonemeal production, building on abundant animal bone waste generated at slaughterhouses in and around Dadaab. The pilot phase is designed to explore the feasibility of converting bone waste into a marketable product, generating income, employment, and environmental benefits through a refugee-led business model.

While initial assumptions indicate potential demand for bonemeal in the wider Garissa region and beyond, CARE requires a rigorous, context-specific business case and system design to inform decisions on whether and how to implement a bonemeal production pilot that is technically feasible, financially viable, socially acceptable, and investment-relevant in a refugee-camp context.

CARE therefore seeks to engage a consultant with technical and systems level expertise, to conduct a comprehensive assessment and develop a clear system design and implementation plan for a refugee-led bonemeal production facility in Dadaab.

Evaluation Service Providers

The purpose of this prequalification is to establish a pool of eligible and qualified evaluation service providers who can be engaged by CARE Kenya to conduct independent evaluations of its programs and projects. Prequalification ensures that only firms and consultants with proven technical expertise, relevant sectoral experience, and demonstrated capacity to uphold CARE’s standards are considered for future assignments. By creating this roster, CARE Kenya aims to:

  • Streamline the procurement process for evaluation services.

  • Guarantee impartiality, credibility, and quality in all evaluations.

  • Ensure compliance with CARE’s Evaluation Policy, safeguarding standards, and ethical data management requirements.

  • Facilitate timely engagement of service providers who are familiar with CARE Kenya’s program pillars—Women and Girls’ Empowerment, Food, Water and Nutrition Security, and Humanitarian and Emergency Response.

  • Strengthen accountability, learning, and continuous improvement across CARE Kenya’s portfolio and partnerships.

 

Framework agreements will be signed with the successful firms for a period of two (2) years.
Prequalification does not constitute a guarantee of contract award. Specific evaluation assignments will be competitively awarded among prequalified providers, subject to assignment-specific Terms of Reference, budget availability, and donor requirements. The resulting roster is expected to be valid for a defined period, after which it may be reviewed or renewed at CARE Kenya’s discretion.

Support Services Manager

​CARE Kenya is seeking a Support Services Manager to provide strategic leadership across supply chain, logistics, administration, and IT systems, ensuring efficiency, compliance, and high‑quality support that maximizes program impact.
The Support Services Manager will provide strategic leadership and oversight of CARE Kenya’s operational functions, ensuring that procurement, logistics, fleet management, and administrative systems are efficient, transparent, and aligned with CARE International, CARE USA, and donor requirements. S/He will be responsible for managing supply chain operations across the Country Office and field offices, guaranteeing timely, cost-effective, and compliant delivery of goods and services that enable CARE Kenya’s programs to achieve maximum impact.
This position ensures that all program support activities are implemented in a professional, efficient, and cost-effective manner, providing high-quality services and information to staff, donors, and stakeholders. The Support Services Manager continuously analyzes existing processes to identify opportunities for increased efficiency, effectiveness, and cost reduction, while safeguarding CARE’s resources and strengthening accountability.

Administration and Travel Services Officer

​CARE Kenya is seeking an Administration and Travel Services Officer to provide critical support in administration, partner engagement engagements and organizational systems management.

The Administration and Travel services Officer will play a critical role in ensuring the smooth functioning of CARE Kenya’s operations by providing high‑quality administrative support, effective liaison with stakeholders (both internal and external), and coordination of organizational travel activities. S/He is responsible for managing end-to-end travel logistics, including bookings, visas, and documentation, while providing general administrative support to ensure smooth office operations.

CARE Kenya seeks to establish a roster of qualified consultants and firms to provide professional photography, videography, and impact documentation services on a call-off basis. Framework agreements will be signed with the successful firms for a period of two (2) years.
The assignment will support the production of high-quality audio-visual and written communication products that document programme implementation, outcomes, learning, and influence across CARE Kenya’s development and humanitarian portfolio.
